Supporting victims to help them to cope and recover from crime is as fundamental as backing diversionary projects to direct young people into positive activities. It is also vital to support an efficient and effective Criminal Justice System. Northumbria benefits in all of these areas, from a Police and Crime Commissioner with wide experience as a criminal law QC, with an understanding not only of the core Criminal Justice System, but also about policing and the prime importance of civil liberties and human rights. When in Parliament as a Labour MP, Vera fought for better rights for victims of domestic abuse and for justice for women who killed their violent partners and additionally showed her understanding of needs beyond those of the justice system when she led debates on pension rights and housing. As Solicitor General, she helped me take the Equality Act 2010 through its Parliamentary stages and is as committed as I am to the sense of fairness that underpins that law. Her executive experience as a Departmental Minister has no doubt helped her to make the landmark savings in office costs alone of over £3m with all savings reinvested back into policing. 14 The wheels of justice are known to work slowly but in Northumbria, in three short years, some of the changes set out here have begun to make a difference. The first ever Court Observers Panel, staffed by trained volunteers has already reported findings to the judiciary and the prosecution authorities who have responded positively. Victims First Northumbria, the ground-breaking hub has, since its inception in April, supported many victims of crime referred by police and many who needed support but did not want police involvement. The scores of businesses and public authorities who have adopted Workplace Domestic and Sexual Abuse Policies and put Champions in place to support victims of abuse who seek help at work are testimony to the sound partnerships that have responded to Vera s lead in this critical area. The priorities in the Police and Crime Plan were set by the public and are at the core of delivery by Northumbria Police, a high performing force, popular with the public and embedded into the communities through a strong focus on neighbourhood policing. This book gives an insight into achievements so far and a glimmer of the exciting work yet to come from Northumbria under the leadership of Vera Baird, the Police and Crime Commissioner. --Rt. Hon. Prior to this role, Vera was Labour MP for Redcar and became a Minister in the Labour Government in 2006. In 2007, she was appointed Solicitor General - the House of Common's most senior law officer. As Solicitor General she played a role in integrating policy development within government and Vera was particularly involved in criminal justice policy and legislation especially on gender and equality policies. She was the Lead Minister with responsibility for taking the Equality Act through Parliament in 2010. With this wealth of experience, Vera continues to be a strong voice for the North East, speaking up for Northumbria Police force, partners and communities at a local and national level.
